Oceanographer, graduated from the School of Marine Sciences (Facultad de Ciencias Marinas, FCM) of the Universidad Autónoma de Baja California (UABC)(1994), Master of Science in Coastal Oceanography (FCM, UABC, 2002) and Doctor of Science in Environment and Development (UABC, 2017).

Leader of the Environmental Advisors College of Baja California (1995) and member of this association from 1997 to 2000. Member of the Mexican Oceanographers Association since 1997. In this organization, Coordinator of the Technical Commission (1998), Ensenada Delegate (1999-2000) and member of the National Directive Council (2010-2018).

As environmental consultant for the non-governmental organization Pronatura, collaborated in the development of the proposal for the creation of a national marine park in the region of Bahía de Los Ángeles, B.C. In the past 20 years, has also collaborated with several non-governmental organizations in the natural resources conservation area.

Founder Associate and General Director of Lorax Consultores (S.A. de C.V.). Since 1997 has been Technical Director of more than 300 projects in the environmental field and coordinated field works for more than 200 projects including more than 40 prospections in the marine area, has also been on 4 oceanographic cruises in the Mexican Pacific on board of the oceanographic research vessel “Alguita” and 3 oceanographic cruises in the Gulf of México on board of the marine vessels “Palizada” and “Allison”.

Speaker in more than 30 congresses and author of several academic and science divulgation articles, his professional interest is focused on Coastal Zone Management, Physical Oceanography, Coastal processes and Natural resources economy.
